Where they are published, who issues them and how to track them.

Public procurement and tenders (licitaciones) are published centrally on the Plataforma de Contrataci贸n del Sector P煤blico, and each city and region also has its own contractor profile (perfil del contratante). What matters for an investor includes infrastructure and transport, public works, neighborhood regeneration, concessions, and services. Track them by registering on the platform and filtering by zone and type (CPV code). A significant announced public investment in an area often precedes increased demand and prices nearby.

When tenders are published: rhythm and timing

Tied to city/regional budgets and EU funds.

Publishing follows the budget cycle: municipal and regional budgets are approved at year-end (December to January), so the largest wave of tenders occurs in the first and second quarters. A second wave comes with EU funds (Next Generation, FEDER) on their own timelines. Each city publishes in its contractor profile, so it is beneficial to follow the specific city you are interested in, not only the national platform.

Urban plans (PGOU): how they drive value

Online verified

Land use and reclassification change the investment case.

The PGOU (General Urban Plan) establishes the use for every zone: residential, commercial (terciario), public (dotacional), and green. New development areas and reclassifications can sharply increase value, but urban restrictions (protection, heights, density) can render a project impossible and are not visible in a listing. Check the plan at your city hall's urban planning department and consult with an architect or urbanist before making a purchase.

Catastro: the must-do property check

Official data on surface, use and value.

The Sede del Catastro provides official data on every property: cadastral reference, surface area, year, use, and cadastral value (the tax base). It is the first and mandatory due diligence check; compare it with the listing and the Nota Simple from the registry. Discrepancies are a common warning sign.
